Annual Budget Meeting May 11, 2023 - 7:00 PM at Litchfield Intermediate School

 

            Notice is hereby given to the electors of the Town of Litchfield and those qualified taxpayers lawfully entitled to vote in Litchfield Town Meetings pursuant to Section 7-6 of the Connecticut General Statutes that the Annual Budget Meeting will be held on May 11, 2023, at 7:00 p.m. at the Litchfield Intermediate School, 35 Plumb Hill Road, Litchfield, for the following purposes:

I.          To receive communication from the Board of Selectmen and Board of Finance with respect to, and to consider and act upon the resolution entitled “RESOLUTION APPROPRIATING $5,433,298 FOR THE TOWN OF LITCHFIELD 2023-2024 CAPITAL IMPROVEMENT PROGRAM, INCLUDING LIBRARY, BOARD OF FIRE COMMISSIONERS & EMS AND PUBLIC WORKS IMPROVEMENTS AND AUTHORIZING THE ISSUE OF $5,433,298 BONDS ($3,928,959 IS EXPECTED TO BE PAID FROM GRANTS AND TOWN FUNDS) OF THE TOWN TO MEET SAID APPROPRIATION AND PENDING THE ISSUANCE THEREOF THE MAKING OF TEMPORARY BORROWINGS FOR SUCH PURPOSE”.

II.      To approve the Town Budget for fiscal year commencing July 1, 2023 as submitted by the Board of Finance in the total amount of $32,540,306.

III.     To approve a sum of $195,000 to Account 27-3104-52302 (Trees), the source of funds for such appropriation to be by way of transfer from Account 01-9501-58107 (Transfers Out), as recommended by the Board of Finance in Budget Transfer #1 for FY 2023/2024.         

IV.      To approve the WPCA solar project Power Purchase Agreement and Lease. 

V.     To adopt an interlocal agreement with the Town of Morris and the Sandy Beach Commission for the operation of Sandy Beach.

VI.      To approve the ground lease with the Litchfield Hills Rowing Club at 244 North Shore Rd.

VII.  To authorize ARPA funds approved for Town Hall HVAC project to be redirected to the Public Works grader bay roof replacement project ($35,000).
